Reportedly, the bill which had already been passed by the House of Representatives is currently lying in the Senate while the  Ruga policy was discarded. Governor Samuel Loraer Ortom has lamented that the proposed National Water Resources Bill which has recently been passed into law is a another version of the Ruga Settlement policy to grab land for pastoralists. Governor Ortom urged members of the National Assembly to sniff at the idea in the interest of the country, while describing same as anti-federalism negating the rights of Nigerians to their God-given resources.
