Redefining Effective Representation: Rep. Sam Onuigbo Speaks On Immediate Responsibility of Legislators

Rep. Sam Ifeanyichukwu Onuigbo, Odozi-Obodo, the member representing Ikwuano Umuahia Federal Constituency, while redefining effective representation, says the immediate responsibility of Legislators is lawmaking, over
sighting and representation generally.

Rep. Sam Onuigbo, the Vice Chairman, House Committee on Covid-19 and President, Climate Parliament, Nigeria, in a live interview with Flo FM explained that awarding and execution of contracts were rather the sole responsibilities of the Executives and not the Legislators.

This is contrary to the general belief that the Representatives are expected to provide their constituents with infrastructures such as good roads, schools, hospitals, a situation that has indeed posed a big challenge to the present day’s society.

However, the political leader in Ikwuano LGA of Abia state admitted that the age long underdeveloped state of the country had over the years, had saddled the Legislators with a large quantom of responsibilities, differently from their supposed job description.

He described the devastating situation as a major challenge of any developing society, stressing that while Legislators in other developed countries face squarely their responsibilities, hence lawmaking, over sighting and representation in general.

“What you just said in summary is the challenge of a developing society. The reason is that for other developed climes, legislators face their responsibilities squarely which is lawmaking, over sighting and representation generally.

Speaking further, he said: “But, because we’re a developing nation, so there’s pressure on everyone that is involved in government. And that comes about because in places where we’re representing, for instance, you’re coming from Ikwuano/Umuahia, so assuming Ikwuano/Umuahia North and south particularly Umuahia North they didn’t have the fortune of being part of the capital where government is doing one or two things to develop it, then you find out that you are coming from completely rural environment then the question arises.

“As Legislators in the entire nation, if you sponsor a bill and it is passed so it is a law for the whole Nation. So if you continue to do that for four years, what then are you going to do for your immediate community? That’s a challenge and why I say it’s a challenge in a developing country is because, in other countries that have been developed, you will not be tasked with helping places that have been developed, you will not be tasked with helping to get a good road, providing pipe borne water, erecting a market for the people, building a block of classroom because these things actually would have been taken care of in a sufficient manner.

“So, that’s the challenge. And it’s important for our constituents to understand that lawmaking is the central responsibility of the Legislator. But, again, a lawmaker cannot look away from the challenges of your constituents.
But, if you do, it’s going to be at your own risk and again,

Asked whether the constituency allowance collected by the Legislators was not meant to carter for the needs of their immediate constituency in terms of infrastructures, among others, the profound politician with a difference has this to say:
“Constituency allowance is an allowance that is intended to help you do one or two projects but even when you have identified based on the needs of your constituents, projects that you want to be situated according to their areas, according to the needs in those areas, but who does the execution? It is the Executive that does the execution. So, if you put a project and you are lucky it was one of those approved during the budget
year and accepted, you will now have the responsibility to have the Executive award the contract and actually get that job executed.”

Continuing, he said: “I’m talking about this because I have some experience about jobs that were put by me as a constituency projects but they were eventually awarded by the Executive without even you knowing about it. It has happened to me; I still have a project now that I’m struggling with”, he notes.

Earlier in his speech, the Vice President of Africa Global Legislative Organisation For a Balanced Environment, (Globe International) described the just concluded Easter Celebration as a period wherein in Christians and indeed other faithfuls of other religions to walk together in love with one another, thus following the doorp of Christ Jesus, the Saviour of the world.

In his Easter message to Christians all over the world, he said:

“This is the most important celebration for Christians and it goes a long way to reinforce their belief in what Christ was able to achieve for them and is still achieving for us by knowing that there is tomorrow.

“So, history’s direction is actually the key foundation of Christian belief and we’re lucky to have been part of this by being Christians. And we urge ourselves , fellow Christians and indeed other faithfuls of other religions. This is a period for us to love, a period for us to embrace others. And a period for us to know that if we work together with one another, we can create a better tomorrow for everyone”, he concluded.
